You have an inline fuel filter on the inside of the frame, infront of the rear tire on the driver's side. It has a metal shield/cover that has like 3 small bolts that have to be removed to take off the plate. Once you take off the plate you can see the filter better. It is metal and fairly easy to change. these do need to be changed, especially the newer models with fuel injection. The filter in the fuel tank is a screen to keep **** out of the fuel pump itself.
If you have an older Jeep Wrangler, there are images and instructions on how to change them out located here: http://www.myjeepwrangler.com/fuel-filter.php

Hope this helps good luck.

Should be on the bellhousing on the drivers side just where you need rubber arms to reach it.Should have no continuity between b&c terminals (check with ohmeter) Harness plug is usually on the drivers side between the master cyl and the back of the engine (unless someone moved it)
