Bad switch or bad wires or bad fan resistor block.
if it runs all the time on high, then you know its not a bad fan or bad fuse (rusted fuses, happen after 22 years) corrosion,

Check power to fan from fuses relays. there is a resistor block that controls the speed of fan in side the fan box, sometimes solder lets go

Cruise control stops working when heater/defroster fan quits working


one possibility either the cruise control is on the same circuit line with the heater/defroster fan and same fuse. try to solve the problem with the fan and you will notice the difference.

Sounds like you have a faulty connection. You need to check the connections at the fan and the fan switch to ensure they're OK
