Where is blower motor fuse or resistor located on mercury cougar 99 isn't blowing when switch is turned on
SECTION 412-04: Control Components
1999 Cougar Workshop Manual
REMOVAL AND INSTALLATION
Blower Motor Resistor
Removal
-------------------------------------------------------------------------
That resistor should never fry unless the motor itself is overheating causing excessive resistance or the Blower motor itself is siezed or about to sieze, just like a the starter, if you are having a starting issue and overwork and overheart the starter it will eventually sieze or your vehicle will crank very slow and drain the battery, due to you overheatign the starter.
Also if you are having the issue of having to replace your Alternator very often, replace the wire from the Fusable Link to the Alternator, and do it with a thicker one too, that thin wire gets brittle due to the heat from the engine, and causes a higher resistance causing you to fry the voltage regulator very often, I did research and came up with the wire becoming brittle due the the heat from the engine, I did this and the 5th alternator in, lol has not given me any problems so far, no pulsating lights on the dash nor on my car and I have an 02.\

The blower speed controller is located under the hood on the right or passenger side on the heater housing just to the side of the heater hoses near the very back of the right cylinder head.
Yes that would cause the concern you are having.
