It could be fuse or a broken earth wire of the back of the horn

My toyota hooter is not making contacts on the steering wheel

If you have airbags your spirel on your steering can be broken. It has a roled up flex pc inside that let the current flow from the hooter cover to the steering colum. On the older models they used a hooter pin that get worn and needs replacement.

Sensitive hooter bmw x5

Sounds like worn contact points beneath your air bag OR lose horn connecting plate.
If you are a or know a handy man that can take apart your steering wheel without the airbag going off (not always advised) then you will then be able to make the connections more solid.

MY HORN WORKS WHEN I LOCK MY CAR BUT NOT WHEN I BLOW IT MY SELF

Does the car have an airbag light on on the dash? My reason to ask this is the hooter contacts are connected to the steering through the clock spring or contact reel. This sits below the steering wheel.

I hope this helps!

The horn works when i set the alarm but does not work from the steering wheel at all.

The alarm is connected directly to the hooter, but the steering has a neutral (earth) which is switched when you depress the pad. You must remove the pad and check the system, either it has a like ring/disk with a carbon brush or micro switches. but all that does is earth the neg side of the hooter.Maybe the wire is off somewhere between the hooter and the harness where it goes into the firewall.

Horn is not woorking on 2008 chevy 2008

first test for power at the horn using a test light if no power then its not the horn check the fuse if fuse is good your problem can only be the clock spring which is located underneath the steering wheel, remove the wheel and its right there replace it and you will have horn power again.

You will most likely need to replace the rotating contact under the steering wheel, it is called the clock-spring contact.
