Check the speed resistor for opens. It's located near the motor. It has a plug with 4 wires going to it. The resistor itself is mounted on the fan housing so air from the fan can cool it.

Why my driver fan is working onl Hi level only


I guess you mean inside the cars heater fan the switches contacts went bad if you mean the engine fan I don't know what kind of car this is but there are fans that have a low speed & a high speed and if the relay went for low speed you would only get high speed but because of the high weather temperatures and where you are could be the reason the engine is calling for high speed all the time I'm trying the best I can for the limited information you have given

I will assume the heater fan also doesn't work on low. You will need to replace the fan speed selector switch

1996 Buick Park Ave A/C Fan only works on low speed


It is out under the hood ,mounts in the heater case it has 4 wires going to it if your car has manual air and 4 wires coming out if is automatic control air.

Heater fan only works on "high speed"


All cars are designed with a blower fan motor that pushes air through the ventilation system. This air is processed by a series of vents to direct the air to various positions. Example: heater, air conditioner and defrost modes. Most blower motors are power by a basic electrical circuit that utilizes a multi resistor or a solid-state resistor to control different fan speed modes (low, medium low, medium and high). If the resistor malfunctions it may lose one or more of the lower fan speed settings.

There are two relays for the heater control fan,a low blower relay and a high blower relay.It sounds like the hi blower relay is bad.
