Question about 2000 Toyota Camry
Sounds like it might be the IAC (Idle Air Control) has failed or more likely the IAC passage is gummed up. The IAC port is just ahead of the throttle plate inside the throttle body. It can be cleaned with a denatured alcohol or other solvent and then lubricated with a product like Marvel Mystery Oil.
Also, check your PCV valve. I've found that if the PCV valve gets plugged up it causes an oily buildup in the throttle body which can plug the IAC port.
