You can reset the immobilisor with the key ,you should have the code in the handbook ?? you turn the key so many clicks to the right and left as per the instructions in the book ,Depending on the year its possible to bypass the little electronic lock inside the housing on the injector pump ,but you may need to remove the injector pump to do this ,then remove the shroud thats held on by bolts with the heads sheered off ,inside their is a valve ,now toy will have 3 wires in the loom to the pump and one is a 12v supply via ignition switch and you will need to remove the shroud and run this wire direct to the solonoid valve bypassing the funny little electronic gizmo type thingy .Very good at this i dont even know the proper name but i do know how to do this trust me ,another way which i wouldnt recoment is to use a radial cutter on the top part and then pull the wires out with a hookey type home made tool but it is very difficult to do and i would advise you to remove the injector pump and just leave the shroud off

You said you have fuel flowing from the inlet line of the injection pump? But not at the injector lines?
