You have to remove the dash but it is VERY simple to do.
Remove the fuseblock cover on the end of the dash on the passenger's side.
Once removed, remove the screw holding on the end of the dash.
Now, next to the glove box, to the right, remove the one screw on the bottom. Then remove this panel by pulling it out (it will now be held on by two clips at the top.)
Now, looking at the temperature control cover, remove the two screws from the bottom of this. Pull it off. It also is held on by two clips.
Now, below the steering wheel, remove the one screw from this panel (on the right). On the left there is a "plug" holding it in place, Pop out this plug. I think there are a couple of clips now holding this on at the top.
Now that you have all of that pulled out, pop the dash out. At worse, it is held in with clips.
Now that you have this out, there are four screws holding in the instrument panel. Take out these four screws. You will find one electrical cable connected to the cluster. Pop that off of the cluster and you now have the entire instrument cluster in your hands.
I've had to take mine out to figure out why my gear indicator/odomiter would not illuminate (Buick told me it was a light). I can see where this encased LED has a short (black mark). It is soldered onto the board. Looks like I have to purchase a repaired board.

SOURCE: remove insrument cluster
This isn't too hard, but does take a while. Turn the car off & disconnect the battery. Set some blocks on the wheels. Turn the ignition on, and move the shift lever all the way to the right (low gear). Then, remove the screws from all the dash trim and (carefully!!!) pull it away - there might be some snap locks also, you don't wanna break those! After that, the panel comes out just by removing some screws. You disconnect the speedometer cable and the small string going to the gear indicator (again, be careful!!)

remove ac vents with flat head screwdriver . thair should be a 7mm bolt in each vent holding tha dash pad on remove them. remove the trim going to head liner from the dash pad. use a 7mm to remove the bolts holding the cluser in place should be one each side and 3 across the back . disconnect the wiring harness and your done. also disconnect the negative batery cable when doing this

There's 9 screws in the plastic piece that surrounds the instrument cluster and the lower knee guard, remove those screws and pull the plastic trim away from the dash, disconnect the switches on the left side as you pull outward. Then there's 4 screws that hold the actual instrument cluster in place, remove those and pull the cluster out, unplug the grey plug in the back of the instrument cluster and your done. You may need to set your parking brake and put your transmission in 1st gear of you have a column shifter model.

i have a 1999 ford windstar with 3.0 engine it keeps damaging the instrument cluster( nothing works) it all started when i changed the headlight bulbs to a brighter one , it keeps popping the fuse so i then when to a higher rated fuse, this is when it then burnt the instrument cluster(smoke came out from under the cluster
