you most likly have a broken lock rod clip inside the door. you can remove the door panel and look around the latch and you will find your problem.

The repair will require removal of the door panel and adjustment/replacement of the rod that connects the outside handle to the lock mechanism, or replacement of the handle itself.

I have this problem every year with my car, 1993 buick regal custom, 3.8. What happens is it gets cold, warms up a bit, and ice or snow melts and gets in the door, then it gets cold again and it freezes. I go to unlock and open the door from the outside and this problem arises.
There is a vertical rod on the left side of the drivers side, right side of the passenger side, that gets bent, from trying to open the door when that mechanism is frozen up. Just bend it back, a TINY bit and it will start working.
I got tired of taking my door apart every time it happened so i cut a little "door" in the cover thing, so i can get at that bar.
I also tried coating it in grease and that seems to lessen the frequency.

Either the linkage fell (broke) off, or the handle itself broke. Most handles are only plastic afterall. You can buy new outside handles for fairly cheap ($20 or so). Installing them can be easy or tough depending on the vehicle - soem give you room, some do not. But the job is very straight forward - start by taking off to inside panel. Locate the (should be two) bolts/nuts that hold the handle in place. Take off the lock (held in by retainer clip) and the linkage (metal rod with plastic retainer clip). like I said, pretty straight forward. (make sure the window is all the way up before you start).

first purchase the door handle assembly then remove the door panel. make sure the window is up and reach in and disconnect the rods making a note of which one goes to which one. unbolt the door handle and remove. the new door handle may come with a new rubber seal for it. position over new handle and reinstall. make sure to search the door panel for hidden screws holding it on before you pop the clips.. hope this helps
