ok well this is where you might be incorrect... either you have a 12 volt wire bleeding scross or you have a bad ignition switch. the run wire off the ignition switch is the only thing that will keep it running unless you have a remote start then of course that could keep the engine running. you might want to start by making sure the ignition switch is beaking the signal to the PCM.

You seem to have a handle on the problem .A wiring diagram will not indicate the location of the aux circuits. Any non original looking wiring should be disconnected from it's connecting point ie; tail lights to aux lights are usually a short distance from original wiring. CB radios are two core non original and easily from battery or fuse box. Don't go mad on the disconnect but take a long look at whats not the original fitment. let's know how you get on and the blowing fuses thing . Good luck

98 Chevy K1500 - Wire off road lights to work with brights.

put a relay under the hood someware, splice into the high beam hot wire near one of the bulbs to trigger the relay.
run a seperate power wire (mabee from the battery or if your truck has a power block with a battery lug) to the relay to power the lights when they are on. Dont forget to put an inline fuse on that power wire. (fire prevention in case of a short) Also make sure that power wire is heavy enough to handle the load. A relay is simply a electricly triggered switch. it has two parts, one half is the trigger. (a power and ground trigger it) the other half is the switch. (sending power to your lights) to make it work, all you have to do is look at the diagram on the relay to determin which is which. Then you run a ground wire to one side of the trigger and the wire from the high beam to the other side of the trigger. the switch is seperate, it gets the power wire on one side and the fog lights on the otherside. dont worry if the relay has 5 terminals you are going to only use 4.The extra one is for normally closed position of the switch.

the headlights flash due to high current draw. It allows you to get of road at night w/o having lights go out. Is it one headlamp doing this? Are both low beam bulb and high beam bulb on at the same time? If yes, it will melt housing. Otherwise look for short circuit. This assumes you did not put aftermarket high current bulbs in your headlamps.
