It could be difficult, but I'll tell you some of the basic steps. Remove the 2 hoses going to the heater core, they are under the hood, more toward the passenger side back on the firewall, they attach to the heater core right there, pay attention to where each hose goes. You might need a special tool to remove those hoses due to the funny fitting they have on them. What I've done is cut them off and just use regular hose clamps on the hoses later. Now the fun part. Remove the plastic trim under the dash on the passenger's side, remove your glove box if you can to have better access. The heater core is inside a plastic cover, looks like a box, you need to remove the screws and take it apart to get to the heater core. Remove the heater core. Installation is reversed to removal. Do not put all the plastic pieces back till you are sure there is no leaks. Reattach your hoses and check your coolant level. Turn heat on and check for leaks, replace plastic trim and glove box. Done!!

I raised the hood and looked for the hoses and they looked like they were cut with a section missing. Could this be the problem of why I'm not getting any heat

I can't open the picture but if they're cut the inlet and outlet hoses have to be looped together or plugged/capped, otherwise you would have a really bad coolant leak. If they cut them off and looped them or plugged them then your heater is not going to work because the coolant is not circulating through the heater core.

I just replaced the pulley on my 1997 cadilic deville and now my car is overheating and i have no heat/

Sounds very much like like a water pump or pump belt problem. If there is no coolant circulating (indicated by the overheating), you will have none passing through the heater core of the car.

i bet it is your heater coil located under the dash of the car. when it gets cold if its not fixed it will fog up your windows.
