No year,? a 1973 civic? id bet not.. but......
many of these cars, have 4speed, A/T some are M/T
passing gear is A/T so on many there is a P/S or N/S switch
on the console. that sets the shift points, normal or racing....
depending year, the older cars had a passing gear cable.
that can be sticking or broke or adjusted wrong.
no year, no joy, is my ploy, no joke.

Losing power going up hills

sounds pretty normal. what speed do you try out the passing gear? anything above 35-45 mph and it will feel like neutral. Passing gear is actually only 1st gear. When you press down the pedal, it forces the transmisson to shift into low gear.

1997 GMC 5.0 4x4 won't kick down to passing gear. RPMs rise but truck just lags and doesn't increase in speed

passing gear adjustment needs adjusting--unless qualified--take it to transmission garage. If electronic--the switch may be bad.

The Catera is designed to heat the automatic transmission fluid when cold by extending the time the car stays in first gear. This is by design and not a defect.
