You either have a short in the switch and the vibrations are intermittely making contact then no contact in rapid succession or a wire is loose to the switch. Is it just the headlights or just the dash lights or all lights, all lights I would suspect the switch, if just the dash lights the dimmer switch.

I think you will find the aftermarket Cat Conv. is the source of your problem, but without hooking up to the factory test equipment at my disposal at my Ford dealer this at best and educated guess based on 20 years of emission related work, I am a Ford certified master electronics technician

There was an extremely high failure rate for the DPFE sensor on various
Ford products in 2001, 2002 model years. So common that I would suggest
that you replace it with the revised part. Just make sure that the two
rubber tubes that connect from the manifold to the sensor are not
broken and are snug at both ends. Below is a technical service bulletin
regarding the concern and repair: PENTICO/2010-06-05_021918
Hope this helps; also keep in mind that your feedback is important and I`ll appreciate your time and consideration if you leave some testimonial comment about this answer.
