Yes, very common problem. Switch RELAY # 46 with relay # 45 (the two black ones). Relay #46 is the relay for both sides for low beams #45 is the relay for the fan clutch, (same model #). If you now have lights, either clean the contacts really good both in the fuse box and the relay, or get a new relay. New relays are between $25 and $50 depending on where you get them.
