Have vechicle code scan at auto zone or any auto parts store for free see what causing check engine light to flash on.could be faulty idle air control motor if you have problem with idling going up and down but code scan vechicle first before buying new parts.

SOURCE: 2001 Cadillac Deville; noise after the engine starts

The whine sounds like the power steering or the alternator, as far as the idle issue goes try this clean the intake throttle body and idle speed control valve with carb spray, disconnect battery for 5 min. then reconnect and drive a few miles to reset idle strategy. The car will try to die when you spray the intake, hold the idle up to prevent that, use at least 1/2 the can of carb spray.

probably is a emissions sensor problem, lots of these parts are plastic. check out the throttle cables, lub em wd40. there is a type of valve somewhere on top of engine, it may be cracked, pcv valve stuck. lots of possibilities, almost too much for solution online. something emmissions with an electronic sensor is acting up.

Could be a bad engine ground connection. There should be a cable connected between the engine block and the frame. If this is loose, it could cause intermittent failure of your ignition and your starter to operate properly.

Have the engine checked for vacuum leaks, that will cause a high idle speed. As a 35 year veteran of auto repair I can tell you that engine flushs are a 100% waste of your hard earned money.

I've pulled the OBD1 Codes, reading: 12, 13, 41, and 43. What's my next steps in troubleshooting malfunctions with Revolution signal (RPM), Throttle Position signal (TPS), and Starter Sensor

Lets start with - whats the make model and year ?
If it is a GM product, code 12 is system normal, 13 is a problem with the O2 sensor, 41 is a computer problem, and 43 is electronic spark control.
You could do a compression test to make sure all of the cylinders are normal as far as the valve train goes. Code 41 could cause the other codes and your performance issues.

My 96 ford taurus revs high when starting then works it way from 1500 or more down to 800 but fluctuates from 800 to a little over 1000. When putting car in rverse or drive from park engine revs up to...

You need to clean the IAC again and also the throttle valve and bore, use only CRC brand Throttle body cleaner. After they are thoroughly cleaned disconnect the battery for 5 min's and then drive the car in varying condition for a few days. If that doesn't cure the issue you have more serious problems and will need a scan tool to look into the readings from the MAF, TPS and ECT sensors. High idle cold start is normal then slowly dropping after a few minutes. I assume you never had a check engine light. Correct?

Car starts and runs but bogs down in every gear like wont go over 2 to 3000 rpms replaced spark plugs and wires cap and rotor water pump fuel pump and fuel filter any ideas what could be going on?

sounds like you might have a clogged exhaust, this can happen if catalytic converter is coming apart, the pieces will lodge themselves in the muffler or downpipes and restrict exhaust, causing it to back up into engine and cause vehicle to bogg down. To test, disconnect exhaust between manifold and catalytic, it will be loud, but you can test if engine revs better, if so replace cat and check rest of exhaust for debris and empty out.

It sounds to me like there is a problem with your Idle Speed Control solenoid/motor. (ISC) These can sometimes fail without turning on the Check Engine light. If the Check Engine light is coming on while you are driving, you should have the computer system checked out first. This will lead you to the proper fix.
