You need a three jaw puller to remove the balancer. After you remove the center bolt the puller hooks into the three holes in the balancer.

15 MM socket, I have put two bolts in the pullley and used a bar between them and the frame. I can not remove the bolt on the 99 I'm working on. I have broken two impact sockets trying to get it out. The book says to remove the inspection cover at the starter and tranny housing, and jam a screwdriver into the ring gear, but that requires two people and just doesn't sound right. The two bolts with a bar through them up against the frame will hold the pulley, I just keep breaking the sockets with the breaker bar and pipe I;m using and the bolt isn't moving.

need special socket impact socket. you can find a wrench and put it on a block and disable the coil wire and bump the starter and it will break it loose but be careful it will hurt you I Have done this with no problem but I am a mechanic. Normally I use air impact wrench.

Keep twisting and gently prying out on it. They are known for being stuck in the block. It is very common for them to brake off in the block. If that happens you will need to pull the oil pan to remove the broken part. I have on many occasions had to purposely brake them and then carefully drill into the broken part enough to get a screw threaded into it and then pull them out by the screw.
