Are you sure it is not an injector circuit problem, rather than fuel not getting to the engine?
If the new pump is not turning on to pressurize the lines when you turn the key to on, not start, you will have to do some electrical testing of the fuel pump circuit. A fuse and a relay will be in the circuit. Do you hear the pump turn on for a couple of seconds, when you turn the key to on? If not sure, have the pressure checked on a gauge. If throttle body injection, pressure should be about 15-20 psi. If multi-port injection (1 injector at each cylinder) the fuel pressure should be much higher-about 40-45 psi. Mazda would have a specific pressure requirement, I don't know what it is for your particular car and engine.
If the pump is working and you do have fuel pressure, you will need to check the injector circuit.
Let me know what you find. Post back if you need help diagnosing the injector circuit. First check if your new pump is turning on.

Did you change the Fuel pump? Most vehicles have the pump mounted in the top of the gas tank. you probably took it out to clean the tank. Sounds like that would be the first thing to check. I would also recommend changing the fuel filter at that time which should be on the drivers side frame rail under the car. Hope this helps!

Cold start problem mazda 2001

Could be the fuel pump relay, or a faulty pump, or pressure regulator.
The fuel system is supposed to hold pressure after you turn the engine off. A faulty pump or pressure regulator could allow fuel to drain back into the tank overnight. You would need to crank the engine for several seconds to build pressure back up.
The relay could be faulty and not giving the fuel pump power until the oil pressure comes up.

How do I check the fuel pressure on a 2000 model mazda millenia with a 2.3 engine in it

Hi.

You connect a fuel pressure gauge like this to the pressure rail. Pressure in this car must be between 35 and 45 psi. If pressure is too low look for kinked fuel lines and eventually replace the pump. If the pressure drops down more than 10 psi in five minutes or if the pressure is considerably higher than that replace the fuel pressure regulator. Below the parts that may need testing:

1. Fuel tank
2. Shut-off valve
3. Non-return valve
4. Fuel pump
5. Fuel pump (Transfer)
6. Fuel filter (High-pressure)
7. Injector
8. Pressure regulator
9. PRC solenoid valve
10. Fuel pump relay
11. Fuel pump resistor and relay (KJ model)
