I have a fiat grande punto and i had changed the alternator new but sometimes when i'm driving the battery indicator comes on and the steering will jam then i switch off the engine and start again and it comes normal again .when the red bulb of the battery come on the alternator keeps charging normally only the steering will jam.

The red bulb means your battery is dead, you should see if it can be recharged or if you need a new one.(they check them for free it auto part stores) Clean the battery connectors by taking them off the battery and removing corrosion from both the connector and battery. Adding distilled water to the battery uder the caps if it's not sealed.

If two different mechanics, including a fiat dealer, already put their hands on your car, there is not much that I can say.
This kind of noise are often caused by bad rotor discs or locking up brake pads, I assume that this had been previously checked and fixed .
about the steering rack problem, when the steering rack has troubles the noise is from the steering rack itself and from the front of the car, if you are sure the noise is from wheel check brakes, or, if the noise does not cohincide with braking, check the wheel bearings.

about "fiat would not allow any more work on this problem", that sounds a bit like rubbish, call Fiat in your country (put Fiat in google, then find support/ contact), and ask them about their policies. I do not think from description this has got to do with steering, unless you get the noise only when steering, nyou usually get also vibrations on steering wheel in this case.

SOURCE: My power steering in my fiat punto has stopped

either pump failure...eg no pressure but no leak or steering rack failure,is power steering belt tight and spinning ok???

Check the bulb sockets. The contacts sometimes rust and prevent electric flow through the contacts to the bulb. Scrap off or sand the contacts.

Fiat Punto indicators

you need to change the flasher unit .... also check fuse # 24 on the fuse panel inside the vehicle. the flasher unit should be just under the dash on the steering wheel side... i have alot of information on that vehicle but i couldn't find where exactly the flasher unit is located.
