Your Lights Have A Direct Short Some Where Causing Fuse To Blow - Common Problem With Older Vehicles Especially If They Have Been Used For Towing / Plowing .
Check Light Sockets and Bulbs , Look For Frayed Or Melted Wiring
There are several components of your 1997 Subaru Outback that can cause your tail lights to stop functioning correctly. To help pinpoint the cause of the problem, it would be very helpful to also check your front marker lights. If the marker lights are working, then we know that the problem is not the headlamp switch or the tail and illumination relay (located in the fuse and relay box).
The components to check are:
> Fuse #23 (20 Amp) in the Main Fuse Box. > Fuse #5 (10 Amp) in the Fuse and Relay Box > Tail And Illumination Relay > Headlamp Switch
Check the fuse, and the fuse relay under the hood, make sure you check all fuse associate to the fog lights and tail lights as there are may be more then one fuse assigned to the lights. For the fog lights there is a switch mounted with your light headlight switch, make sure that is turned on too.
you might have to take out each fuse one by one until you find. look in interior of vehicle for your fuse panel. it should be marked tail lights and fog lights, maybe you had it turnd the wrong way when checking them when in doubt check them all 1 AT A TIME. replace w/ correct size fuse. best of luck.
