Steering wheel gets stuck

I have to constantly toggle with the switch up and down up and down, sometimes it moves just a little sometimes it moves alot. Sometimes it will move just a quarter of an inch and constantly move the switch up and down to were it finally moves. Sent it to service three different times, first time they switched out the switch. Still did it, took it a second time, said it wouldn't do it while they had it, and same with third time. Please can someone give me some input.
