SOURCE: 1996 trouble codes are P1698 plus P0171 PLUS
P1698 = DRB display of: No CCD Messages from the TCM (Transmission Control Module) = No messages received from the TCM.
Basically the Transmission is not sending information or enough information to your Power Control Module. P0171 = DRB display of: Right Rear/or just Fuel System Lean (not enough) = A lean air/fuel mixture has been indicated by an abnormally rich connection factor. Either too much Air or not enough Fuel.
On the Transmission issue:
1. Check the Transmission Control Relay in the IPM (fuse box under the hood). On the cover should be the identification of where each relay is. This Relay may be bad. Does your Horn work? The Horn Relay and Transmision Control Relays should be the same. Change the Horn Relay and the Transmission Control Relay. Try your Horn now. Not working? The Relay is bad. If this is not the problem GO TO #2.
2. Check your Transmision Fluid ...Level?
3. When was the last time the fluid and filter were changed?.
4. Check the connection of the wiring harness to the Transmission Solenoid. Loosen the bolt (believe it is 8mm) holding down the wiring harness to the solenoid and pull up/off the connection. Check the wiring for connections, corrosion, pitting or burn marks.
On the Fuel Issue: there are many possibilities. Some are:
1. What gas was put in last? Using old gas (from a gas can) can cause this.
2. When was the last fuel filter changed?
3. When were the Fuel Injectors tested?

Bring it back to the transmission shop and have them test drive it with the scanner to see if the Throttle Position Sensor (TPS) needs to be replaced. A worn TPS will case the transmission to have shifting problems, the TPE sends voltage signals to the PCM and will control the transmission shift points and firmness. If the TPS has a flat spot and the voltage is down at the point where the transmission needs to shift, there may be a conflict of shift program and needs to be addressed. Good Evening, I have a dumb question. have you cleared any current or history codes in the transmission? They will default with codes in the system. Also make note on what they are. If any and we can go from there, and yes tcm would be the next place to go but more info is best as far as codes and such.
