Ther is a fuse box down there at your right leg behind a panel. my wifes car was the same way. i tried bulb after bulb with no success. i changed one of those fuses down there, and it started working right, and i havent had a problem with it since. i dont know which fuse it was exactly, but i think it was the park nuetral fuse. if you know fuses you will be able to figure it out through process of elimination. hope this helps a little.
A similar problem with my 2003 Ion turned out to be a recall that was never repaired (it needed a Daytime Running Lamp Jumper Kit installed). I would suggest calling the Saturn Customer Assistance Center (1-800-553-6000); if you give them your VIN# they can tell you whether or not there are any open recalls on your vehicle. Or, call your local Saturn dealership; they can look it up too, and if it is an open recall that's where you'll have to take it to get it fixed anyway (at Saturn's expense).
