Car wont turn over afer putting new battery in,when i attemp to turn the car over all i get is a clicking sound an allthe dash lites went out,then when i turn the key to the off position i get a continuous clicking noise that only stops when i turn the key to the on position or dissconnect the battery cable.if i dont disconnect the battery when i take the key out i still here the clicking noise.
Access the ignition switch, remove the connector, and test the switch using an ohmmeter. Procedures for accessing the switch are available at the link below.

using the wiring diagram below, the switch terminal with the pink/black wire comes from the bettery and should have continuity with the terminal with the dark blue wire when the key is on. It should not have continuity when the key is off. Similarly, the battery terminal should have continuity with the terminal that connects to the yellow wire when the key is turned to the start position. If the switch fails this test, replace it. If not, please get back to us for the next step.

That Clicking is the Battery causing it not to Start. You need to Replace that Battery or at Least put a Charger on it for a Couple of hours to see if you can Salvage it for a While.

Sounds like a bad starter solenoid, usually cheapest and easiest to replace the starter and solenoid as a unit. It is always best to check for power between the solenoid and the starter with a test light, if the solenoid clicks but the test light doesn't light up you have found the problem in the solenoid.

Sounds like a short maybe. maybe the wire completely broke? if you know a technician, see if the fuel pump is even getting power when key is on

If you have a tape cassette player in the dash, this can cause a sound like what you are describing. Even though a tape is not in it,,, it can still freak out and cause this sound. Had this happen on several of my old vehicles. Let us know if this helps. Leave feedback for others to see. Thanks.
