This is the only fuse that I can find that deals with the brake lights, but if that fuse had gone, you would have no throttle. My thought is a bad earth. More ideas here. It is a known issue.

There is a switch on the brake pedal, stick your head under the dash and follow the brake pedal up, you should see the switch pressed against a bracket, unplug the wires, one goes to the lights and the other should be live when the ignition is on, bridge the wires if the lights comes on then it needs a new switch, if there is power there and they still don't come on, check the bulbs?
Brake light switch. If I remember correctly, the third brake light works off a seperate circuit from the other brake lights so part of the switch could be bad.
check for power to the brake assembly. the socket board in high mounts are prone to have problems. if you have power to the socket board then it needs replaced.
