Basically my heater and ac are not working at all. I figured it was a fuse but I havent checked it yet. However I just popped my hood and there is a frost build-up around a hose and other thing in my engine. It looked like someone painted it white can anyone let me know how I can fix this and how much it will be?

Well it sounds like your AC compressor is working anyway. Just frost build up , that's normal. Is the blower in the vehicle working or not?
