Question about 1999 Ford Escort
Check for vacum leaks and also on the fuel pipe going into the carb take it off and see if theres a tiny filter inside the carb fuel intake if so get a small scredriver and remove it this is a common problem on that year

Your Idle air control valve is probably going bad. It is located on the throttle body and is a relatively easy fix as it is only held in with 2 screws. Good luck and thanks for using FixYa!

Not a solution per se but correction. 97 escort rear drum brakes do not use a STAR ADJUSTER. They use a "quadrant" adjuster attached to emergency brake cable I think. You'll see it coming out the back near top of backing plate. I don't think you can adjust them at all until drum is off. They are self adjusting once reinstalled.
