SOURCE: My 2002 Chrysler Town and
I have the same seats. All you have to do is pull the small teather stap at the top of the child booster seat. You pull it to make it tighter around the child or you pull it and then pull the child saftey straps at the same time. You also do not have to purchase the manual if you call chrysler they will send you one for free. That is how I got mine.

SOURCE: Child Restraint Seat
If there is a little ******** the top side of the seat u pull that as u pull on the straps of the restraint seat and they will retract in to the seat but it is easy to do without the child being in the seat

You most certainly can!!!!
I did away with my 2nd row bench a long time ago.
The wreaking yard is the best place to find replacements, I even got a pair that matched. :)

2004 and up manuals can be downloaded at this link. For 95 and up vehicles you can purchase the owners manual, they are also available on ebay if you need to purchase one.
