SOURCE: toyota previa petrol smell
I had similar problem some months ago it turned out to be the pipe under wheel arch (corroded) where cap filler is.
my problem was solved by replacing pipe which is connected to rubber pipe fixed to tank and filler hose from filler cap.
tools neede llong large cross head screwdriver, small socket set ( 12 mm , 13mm , 14mm) 150 mm extension bar. to remove bracket bolts
possibly some new pipe clips as others may be corroded.
you will need to jack up car and remove wheel to gain access.
took me about 1 hr, somebody with competent DIY skills should be able to deal in couple of hrs
check with dealer as there are two different pipes on different models one is longer.
my one was the one with the piggybacked overflow pipe.
small hands are advantage

SOURCE: Petrol smell from engine
I think you might be only intermittantly noticing it.
Check around the fuel injectors for signs of wetness as soon as you notice it again. Failure of the metal-plastic junctions is pretty common. Their expansion and contraction rates are different so eventually, the seal can fail.

Sounds like it is running too rich and you will need to replace the fuel control module. If the exhaust is blowing black smoke then it will only be a matter of time before you get stranded on the road. You should also be experiencing a loss of engine performance especially going up hill.

That's only 17 or 18 MPG/U.S. Gal. Not very good for a Neon. When was engine serviced last, as in air filter, oil filter , oil change, and perhaps a scan for any trouble codes? What type of driving conditions?
