As with any no start issue, you need to figure out if you are dealing with a no fuel or no spark problem to proceed. The pump could have failed, or the filter in the tank could be plugged up. I would make sure it has spark at the plugs and then check fuel pressure with a gauge.
injection system may have air in it dont know much about this model try cleaning spark plugs by warming them up on a gas cooker not to much just warm clean them and try that might just be damp plugs but it sounds to me that there could be an air blockage in system some ford models diesels are notorious for not starting when the run out if possible check to see if there is any way you can see if there is any fuel getting to carb of inj system
If the starter does crank the engine but it wont start, you need a new fuel pump. The pump is cooled and lubricated by the fuel in the tank and on chevys running the tank empty almost always results in burnt out fuel pumps.
