Assuming you have went back and ck that you installed the thermosat correctly and that it's operational and all your gaskets were installed correct side up (cyl head) another idea is something i run into once in a while after doing a total teardown is that cooling system becomes airbound , this is simply that a pocket of air gets trapped inside engine and won't allow coolant to flow thru , repeat draining and filling a few times or use a pre presurize pump to help dislodge air, of course there is a huge difference in amount of hiding space for air pockets in a 825 cummins than a little 4 banger but i supose it could happen

There are many different types of 4a engines including 4a 4af 4age 4agze but the 5a is a 1.5 8v engine the 4a is a 1.6 usually a 16v. a 4age is a 1.6 16v gti engine that produces 129bhp depending on year later models had a little more. both engines are fuel injected and were produced for roughly the same period of time. from my experience a 4age goes on for ever. hope this helps
