This is not a typical do it yourself type of job. Camshaft and lifters should only be done by a professional. Any other internal engine work too.

I have a 1989 dodge caravan 3.0 and it got low on oil and started knocking i took the valve cover off and it has hydraulic lifters and one of them is real soft would this mean a bad one and the cause of...

Most probably the lifter has gone bad, but if it is a LOUD knocking sound, it is possible one of the crankshaft / connecting rod bearings has been damaged. Usually a bad valve gives more of a "clicking" sound.
A bad camshaft lobe will also cause a "knocking" sound usually with an engine with high mileage.

What can cause a knocking at the right hand side valve cover

Hi , usually a knocking / pinging from the valve cover indicates a lifter tapping. Could be worn out or just worn. Do you change your oil every 3000 with high quality oil? (I always have used valvoline standard with outstanding results) Dirty oil and filter and or incorect weight oil and or using synthetic oil in older cars can result in lifters tapping. If your oil is under 2000 miles since last change and you used a high quality oil (watch who changes your oil, some places use inferior oil because its cheaper) you can buy a pint of oil treatment formula to quiet noisy lifters to coat the lifter and quiet it down. It is a sign of engine wear, but one lifter tapping a bit wont really hurt your engine mechanically. If they all get noisy, time for a valve job. Root cause is wear due to insufficient lubrication. The lifters on newer cars are all hydraulic and they self adjust. No manual adjustment is possible. Bottom line: keep your oil changed regularly using a high quality non-synthetic oil for your 1999 vehicle.

I have a 99' malibu and my lifters are knocking it

Before doing anything, check to make sure the oil is full. If it is, you can add marvel oil to it which will clean out any varnish buildup inside the lifters. You could also try using lucas engine additive which is a viscosity improver that often quiets the lifters. If you have low or no oil pressure, do not run the engine....that indicates a serious internal engine problem....usually worn or failed engine bearings. No chem will fix that. if either treatment fails to work in a few days, you may need to take the engine apart and check the camshaft and other valvetrain components for wear.

My car is making like a ticking noise not so much a knocking... someone told me it could be a fly wheel or lifters or pistons.. could that be true...

Yes, you have to localise it. I never could, I tend to hear stuff from all over the engine all at once. It could also be that gap setting on your tappets has become a bit to wide, its a wear and tear issue and would come from the top of the engine.

When idleling and accelerating my truck makes knocking noises a friend sugested it could be my lifters what do you think. My truck is a 1983 GMC Seirra 1500 just recently replaced radiator had a oil change...

The list your book gives you are all things that will cause a knocking noise. Only way to fix is to open her up. If you were having overheating issues before this happened then it could have damaged any of those except pump.

the cure depends upon the problem: Knocking is usually down low and is generally an engine bearing problem. If you hear a tapping noise (lighter than a knock) and oil pressure is good it can be caused by wear of the pivot for a rocker arm, a worn lifter or lifter and camshaft or a broken valve spring. Tapping can also be caused by low oil pressure in which case it can be due to low oil level, obstructed pump pickup or worn engine bearings. If you are unfamiliar with any engine repair, get a chilton or haynes manual to guide you through whatever needs doing.

There is suppose to be a knock sensor on most of the modern engines. There is also a part in the variable camshaft timing engines that would result in knocks and damage if it let the engine timing advance too far. You need a dealer to check the full range of timing on your motor. Tell them you do not want just a trouble code test, but a timing light used.
