Question about 2002 Kia Rio
The lighter receives power with the ignition switch in the ACC and ON positions. If you know the fuse is good, the cigar lighter assembly may have failed.

Might sound silly, but physically remove each fuse in the engine bay, check the fuse receptical for corrosion, dirt, etc. Check each fuse with an ohm meter for continuity and return to socket. Had one socket acting up on mine.

the fuse panel is on the left side kick panel as you sit in your drivers seat by your e-brake where your left foot sits. The fuse is clearly labeled and is noted in the owners manual. I had the same problem with mine. My fuse was fine. Went to dealer and bought a replacement lighter. Works fine now.
be careful if you replace with a lighter other than the one for your vehicle. It may be off a little size wise and not make proper contact and still not work...........been there done that.
