lost op guide?
the blinker module is last. 1st is shorted lamps or wiring.
yes the relay will in fact work oddly if you have shorts in the system, in fact most cars. ever made. some blink faster
to worn of overload. or (one way to learn this is to study the relay makers spec sheets, they do tell you, in all case)
and last , no less a real honda forum, all the sordid details.

Conrad, up north.
My protege is a '99. The turn signals and hazard flashers use the same flasher unit. It is located under the dash to the left of the steering wheel and above and a bit to the right right of the driver's side fuse box.

the bulb is blown out. you need to change it. also if the bulb is not blown out or if the blinker still blink fast after you change the bulb then you have a ground problem. just remove that blinker light and check the ground wire on it. if you need to replace it and find a good groun on the car. you should be fine. this is all it is .

I had the same problem and the flasher is not located in the fuse box because it is not a normal flasher. the cougar has an electronic flasher unit that is located on the left side of the center console. the best and cheapest place to order a new one is amazon.com. they run about $30-$40
