If fuse 10 in the fuse box is good, which I assume it is or you would have other functions not working then the problem may be the combination flasher module or the multifunction switch, the flasher is the cheaper of the 2 parts ($12) so I would try it first, you might be asking why would this cause the problem when the 4 ways work, well like I said it is a solid state unit and operates both the flashers and 4 ways independent of each other, if that is not it then the problem is the turn signal switch.

You find the flasher on the steering column. You have to remove the cover located between the steering wheel and instrument panel. There you find the flasher.
Before replacing the flasher check the wirings to the flasher.

turn on hazard lights and listen for click and follow noise, there will be 2 flashers in this area. the 1 not clicking is the turn signal flasher.
