There are 2 fuel pumps , the primary pump is in the left rear corner of the engine bay (sitting in the drivers seat)there is a fuel filter in this bracket also.The injector pump is situated on the front of the engine block

From 53 reg onwards, diesel pump is under R.H. rear wheel arch, hidden by the plastic wheel arch liner. Older versions have combined fuel pump/sender in the tank (under R.H part of rear seat).
You should be able to hear a faint purr from the pump when ignition is turned on but engine not yet running.

The catalytic converter may be fried. Very poor design of the restricted exaust ports.
And the fuel pumps are junk straight from the box. Around 94 Ford had to change the design of the fuel pumps.
I am not a mechanic but had the same issues.
I removed the catalytic converter and get the inspection done by a freind.
Your alternative is to change the entire exaust system to say a "Banks". Which is about $3000 for the paRTS.

Check for a fuel pressure regulator. If you are testing the pressure at the end of the line, the fuel has already passed through the regulator. I'd be willing to bet the pressure coming from the pump(s) directly is up to snuff.

The poor performance of the car makes these faults to come up and undermine the working of the engine. Check on the fuel filter will confirm this as it will be seen, if so remove and clean tank and change the filter. We then come to the fuel pump and pressure is determined in this section. You need to have the pump calibrated if the pressure at the injector is low. Also check compression of engine if there is imbalance on the engine or reduced power.
