It's a very common problem with 2007 Aspen, look it up on google. You probably need a new switch or controller module.

The windshield wipers won't turn off and the delay does not work

There maybe a problem with the multifunction swith (turn signal wiper switch) they malifuction a lot on tbese vehicles. Very rarely is it the actual wiper motor but sometimes they also malfuntion and act the same way as a bad multifunction switch.

I trying to locate the turn signal flasher relay module

Makes no diff left or right turn, there's one flasher under the dash next to steering columb. Possibly in the fuse panel, but I don't think so. Turn the switch on and flip the signal, listen for the relay/flasher to be clicking. That's the easy way to find it. Even if all you can do is feel the unit flashing. Pull it down and change it. Just plugs into the accessory block.

98 monte carlo z34 sometimes wipers won't shut off. is this the turn signal lever or the wiper delay board?

Could be either one.
The wiper switch could be providing power, and there is a park switch in the motor that provides power until the wiper arms "park".
You may be able to disconnect the wiper switch to find out.
Chances are you'll need a wiring diagram to test the circuits.

Cant say for sure, but you may be laying something on the sensor that turns the lights on, and causing car to think its night time, and turning on lights. The sensor that controls this is on dash ,drivers side near windsheild.

that vehicle has a desperate relay for the hazards which is why they work, you have a defective signal flasher sometimes called a signal relay, follow the noise to locate exactly where the part is, usually under driver side of dash, it is a very cheap part and easy to install.

If one of your rear bulbs is burnt out then the signals will react this way. 2007 is not very old of a car for a signal delay problem. It would be more likely a bulb.

I suspect a bad multi function switch located in the left hand side of the steering column. This switch controls your high/low beams/wiper delay/windshield washer/turn signals and hazards.

1992 chev 1500 signal lights and brake lights quit working

If it is the turn signal flasher it should be located in the Front seating area, driver side, driver side of steering column, behind instrument cluster, mounted in convenience center. It is possible that there could be a bad ground too. Flasher would be the first thing to check.
