Sound more like the fuse is blown. There are usually several lights involved in heater controls and it would be rare for all of them to blow at the same time. So if you have NO lights. Its probably the fuse. Also most cars have a "dimming" control that you can turn from full bright to completely off, But that usually effects all of the instruments

my 93 prelude was doing the exact same thing and for me it was my alternator was working properly.
go to a parts store and have them test it.

SOURCE: Cruise control not working
there are 2 possible parts here, one is a transmission speed sensor, this part tells the cruise what speed u set and keep it there, the other is the the actual actuator that holds the throttle at the right position to maintain set speed, other less common issue's make sure the brake and clutch (if manual trans only) cruise cut off switche's are ok

Remove the metal part of the ashtray, you will see two screws that hold the ashtray plastic part on, underthis is the screws for the lower panel
You can now carefully lift the whole panel away.
