Drop the tin sump and check the pick up pipe as the pipe can crack and the seal goes hard so lets some air air in for a bit .

these gauges have a voltage stabiliser I have repaired several on various makes, on this age you can have either a electro mechanical one on the rear of the cluster, it is a small oblong aluminum tub or a zener diode soldered to the circuit foil. If you can slide the cluster out and check the voltages on the foil, you should have found a steady 8 to 10 volts , but more likely you will get battery volts on one terminal and zero on the other.The dealer can supply the electro mech one, the zener diode is part of the cluster but will be a standard item you could get from somewhere like the old Radio Shack stores.

Drop the small tin sump down and look at the longer of the pick up pipes for a bad O seal or cracking .
This lets the pump pull in air so you dont get pressure - some times they even fall right off .
