SOURCE: My 1998 honda civic 1.4
dealer only sorry ,try either the spare key ,,often works or try locking and unlocking the door three times slowly then jumping in and try to start within 15secs .if none of this works then take car to dealer and be prepared to lay the golden egg as here in spain the average price for this is around 180€ upwards.no other solution other than disable the factory immobiliser and where do you find this information???if you do please let me know.this sort of problem is often associated with a flat battery where the car is left standing for a long period.

First try another key if you have one. Second insert the key and while slightly turning it wiggle the key in a upward & downward motion. Often this will allow the key to turn. What you need to do to correct the problem (provided your key is not the problem) is to replace the ignition switch tumbler. It sounds like you only need the tumbler and not the entire switch which would include the steering wheel lock pin.
