Turn signals, brake lights, headlights work - tail lights do not work - not sure about front and side running lights.. Checked fuses - none blown. Instrument panel also doesn't light up when lights are on - but do light up as courtesy when door opens before ignition. . .
Check and make sure you have the correct light bulb in the tail lamp fixture.

if its not the fuse then you have a bad headlight switch

SOURCE: no instrument panel, tail or side lights
If the fuses are OK maybe there's a cut off between wires from fuses going to your load (panel lights, side lights); or try to check your power relay.

check the wiring from the tailights back to the fuse panel, it sounds like an open connection. if i recall correctly check under the dash on the drivers side near the fuse panel for a bunch of wires in a bundle and look carefully for a wire or two that are cut/shorted/or seperated, you can also check under the drivers side kick panel by the hood release.
