A competitive price difference across marketplaces is not possible as all of them are operating on the same insurance rates issued by carriers. Therefore, state or private health exchanges, their premium rates are comparable and that's not a reason for customers changing loyalties.

Even if you don't have health insurance, it is not compulsory to purchase health insurance from new marketplaces. If you are uninsured, you might have to pay a fine after January 1, but for some people, that fine is going to be much lesser than what they might have to pay for health insurance plans.
