Sitting in the passenger seat, somewhere near your right ankle you'll find a locking screw which holds the vertical trim panel to the fascia, remove this screw and gently pull off the trim panel - it's also held by two bayonet fasteners at the opposite end. Now, somewhere near your right little toe, there is a 4 pin connector, remove it and then with many contortions remove the two screws holding the resistor pack. In my case, the resistors were OK but the fusible link has failed. Refit in opposite order, sit back and enjoy a fan blower that isn't just full on/off.
