Your owners manual in glove box should give you a diagram of where its located. Usually on drivers side and close to engine.

I have a 1989 chevy pickup can not afford power steering pump can i bypass pulley with smaller serpetine belt

I is not advisable for a number of reasons. The steering will be a lot harder than even a vehicle without power steering which is a safety issue. The steering gear relies on the oil circulating through it for lubrication, so you would be putting undue stress and wear on the steering box.
By the time you spend good money for a smaller belt and a lot of time trying to make it work, you could get a used pump from a pull it yourself junkyard.

Remove power steering pump pully

There's a nut on one side of the power steering pulley and a bolt on the other. Use a wrench to hold the nut in place while you take the bolt off.-----------------------------------------------------------------------------------

I would suggest getting a Chilton book or something comprable for your year make and model.. That has all that type of info and how to diagrams.. A great investment..
These can be found at moost auto part stores..

When I turn right or left, a moaning sound emanates from under the hood of my 1989 Mercury Marquis. Is my power steering pump failing? Where do I check the power steering fluid level?

The sound should indicate low fluid. Your power steering fluid should be red...may look black depending on how old. Your manual will tell you where to fill.

The bracket that holds the alternator and the power steering pump along with a couple other components is cracked behind the power steering pump. is this bracket easy to find/replace or do i have to bring...

You might find one at a Junk Yard or be able to order it from the dealer, that is where I would look for it in that order. As far as how easy it is to replace that will depend on how everything is connected and if the job requires special tools.

Hard to steer

driver side of the engine just as you look down you'll see the power steering pump and reservoir, take the cap off and it should have the stick on underside of the cap. if that's ok, check idler arm(s), tie rods, ball joints, grease zirts, n e thing else that has to do with front tires and steering. Hopefully this helps u out a lil bit!
