Your speed sensor is bad the housing for the sensor and sensor tend to go bad after a while(old car) but have you triend with another cluster, instrument panel? what you describe seems more likely to be the speed sensor at the transmission.

I got emissions and tires balanced and now my speedometer is climbing up as im driving telling me that im going alot faster than i am on a 2004 buick lesabre custom

The Buick LaSabre custom is a 3800, I think. Your speedometor may very well be correct! Take it out on the highway and time yourself between mile markers. Those cars are very fast; if you got a good tire balance you may be going faster than it feels since the car is smoother riding now.

Speedometer went up to 140 miles an hour and stays...

your problem sounds like your speedometor cable is bad...each end is like little gear and are usually made of plastic...one end bolts on the transmission and the other in back of speedometor...if it's not the cable then it is going to be the gauge itself.
