Have the car run for at least 10mn with out the radiator cap after the thermostat opens up you should see the coolant circulating have some one give it gas and look to see if is doing so(careful not to look directly on the radiator) if you see movement the pump is fine if not it could be that the thermostat isn't opening or a bad pump.
ps make sure the fluid is toped before you start.

How can you tell the water pump is bad?

You should be able to remove radiator cap and see the fluid circulating in the radiator, if there is no circulation then the pump is possibly bad.

Engine overheating and overflow fluid is not circulating

Coolant won't circulate

How do you know that the coolant won't circulate? The coolant shouldn't circulate until the engine reaches a temp that tells it to cool the engine. At that time the thermostat will kick on and allow the coolant to circulate. If it still won't then you either have a bad pump, a bad thermostat, or the belt isn't on the water pump.

Last time I had this problem I had a cracked head. With the cap off the radiator, run the engine at idle to operating temperature. When your looking in the radiator you should see the water circulating if the water pump is working. When you say the motor is over heating, if you have fluid coming out of the over flow hose then yes you are most likely overheating, if you are just seeing the gauge indicate you are over heating you may just have a bad engine temp sensor.

How can you tell if the water pump is the cause of it overheatig. changed thermostat, cooling fans work, flushed radiator.

it will either leak antifreeze out of the weep hole on the pump or the old antifreeze was so old that turned into an acis and ate the blades off the pump. hmmmm. you know what try changing the coolent bottle out, this year intrepid had problems with the bottles going bad, just take my advise about the bottle or go to the delearship and ask their mechanics

No heat

By Water I am going to assume you mean antifreeze. If your water pump is not operating (it is the mechanism that will circulate the fluid), then after a few minutes (5-20 dependent upon the climate and distance being driven) if the car is running/being driven it will eventually overheat since there is no fluid to cool down the engine.
