It's the heater blower motor resistor change it and you should be good as new.

Hi! Look on the heater housing, you will find a terminal with a plug. Remove the plug, then the 2 screws, pull the unit out and replace it! Everything will work perfect! Frankster016

u will need to replace the blower motor resistor, it is located next to the blower motor under the hood on the passenger side

Possible solution is to check the fan speed switch. These go bad and won't change the speed/ or function in the lower speeds.
