Check for spark, if no spark check your crank position sensor, cam position sensor, plug wires, ignition coil, plugs properly gapped.

If you have good spark, check your fuel pressure, if good check your coolant temperature sensor.

Double check that you CORRECTLY aligned the marks on the timing belt, double overhead cam engines are more involved and require a specific procedure.

SOURCE: My timing belt broke on my '99 Ford Escort ZX2.

Timing Belt
REMOVAL & INSTALLATION
1.8L Engine
Disconnect the negative battery cable.
Remove the timing belt covers.
Rotate the crankshaft and align the timing marks located on the camshaft pulleys and the seal plate.
Remove the crankshaft pulley and hub.
If the timing belt is to be reused, mark an arrow on the belt to indicate its rotational direction to enable correct re-installation.
Loosen the timing belt tensioner lockbolt and remove the timing belt.
To install:
Temporarily secure the timing belt tensioner in the far left position with the spring fully extended, then tighten the lockbolt.
Make sure the timing marks on the timing belt pulley (crankshaft sprocket) and the engine block (oil pump housing) are aligned.
Make sure the timing marks on the camshaft pulleys and the seal plate are aligned.
Install the timing belt.
Loosen the tensioner lockbolt. Using a suitable prying tool, position the timing belt tensioner so the timing belt is taut, then tighten the tensioner lockbolt.
Turn the crankshaft two turns clockwise and align the timing belt pulley mark with the mark on the engine block.

Does this car have an interference motor?

ford escort/ focus engine 2.0 l spi sohc 1997-2004 has been identified as an intereference engine and that means very likely valve to piston damage
( auto data timing belt information )
note-- up to 2002 year Ford has not recommended a timing belt interval for changing
Ford has however recommended a replacement every 120.000 miles using the service history as a guide
however good professional trade practice recommends every 60.000 miles ( 100.00klms) and the replacement work should include replacement of the crank and cam shaft seals and idler pulleys involved ( the biggest destroyer of belts is oil)
recommended labor time is 2 hours
if the belt has broken then head removal and valve work will add up to 5 hours to that time

Make sure the timing marks on the timing belt pulleys are properly aligned. If the overhead cam is even the slightest bit off you will not be able to get it to start.

2000 ford zx2 shreded serpentine belt in half while driving after replacing car wont start

More detail would be helpful. By not start, that could mean the engine rotates but won't start or you turn the key and nothing happens.

Since you do have a 2000 model I can tell you that they had issues in that model year with crank walk. The thrust bearing in some engines was too small and would allow the crank the move side-to-side (transversely) in the block. Some symptoms included knocking, engine dying on turns, timing or serpentine belt failure....
