Sounds like the choke system is stuck. It helps the vehicle start in cold weather by increasing fuel until the vehicle engine warms up. The mechanic should have known this. On carbureted vehicles this is controlled mostly by a Thermal spring unit but on Injection engines that is a little more involved. Have the mechanic check the choke system or if you wish to do this yourself get a Haynes or Chilton's repair manual on your vehicle and follow the procedures outlined there.
