Could a fuel filter in vw 1600 beetle cause backfire

very unlikely
back firing is from partially open inlet valves , incorrect firing order , shorting across the points , faulty condenser , loose coil wires or faulty pigtail wire from the points plate to the ground ( distributor body)
seeing as to you have put in new points , I suspect that the condenser lead is shorting across to the points plate where it attaches to the moving point spring
also if the firing order is wrong after replacing the distributor cap that will also cause the problem

Firing order and does it comply with the numbers on the distributor cap

not necessarily-- it complies with the position of the rotor button and the lead it points to in the firing order
so start with the rotor button facing no one piston lead with the piston on tdc compression
put the lead to no one plug
move the crank in the direction of rotation and when the rotor button points to another lead that is the next plug to connect to
so with a firing order of 153624 (example) the lead wil be on the point when no one piston is on tdc compression
the next point will be no 5 piston ,the next point will be no 3 plug and so on
work shop manuals are a good source of accurate information

What is the points gap?

Points gap was used before electronic ignition. The "points" were a set of contacts found under the distributor cap and rode a cam that opened and closed them at the firing point you set with a timing gun (a gun shaped device that flashed light, when the first cylinder plug fired) aimed at a scale on the front of the engine overhanging a mark on the crankshaft pulley. The points were set to a gap suggested by the manufacturer.

Changed distributor And put new one in got it out of time

possibly all you got wrong is the firing order for the plug wires. Put the engine on no 1 firing as per the timing mark and see which plug lead that rotor button is pointing to. Use that as no 1 lead and adjust the rest of the leads to suit the firing order. IF by chance that the rotor button points between the contacts in the cap the pull the distributor and turn the rotor button until when you have the distributor back in ,the button is pointing to a plug lead contact and adjust the firing order from that.

Were is # 1 on the cap on a pontiac 5.7 what is the firing order

Number one is always the front most piston on any engine. Your firing order is, 1-3-7-2-6-5-4-8 ...older engine, 1991,
The cylinder firing order was changed to 1-8-7-2-6-5-4-3, 2008., you didn't say what year your car is. Hope this helps.
