Eventhough the level is right, the fluid might need replacing (every 3~5 years and 50.000-100.000 miles).

If you are handling the bulbs with your bare hands that is why your bulbs keep blowing out. use a washcloth to put the bulb in or rubber gloves, anything that will keep your hands from touching the bulb.

SOURCE: Headlights do not turn on my 1998 Chevy cavalier.

Problems like these are more often the front wire harness that runs across the inside of you bumper and plugs in underneath the battery tray. A lot of shorts are found in these harnesses. Glad you got yours fixed.

Low beams went out at the same time. Highs still work. is this a fuse or the bulbs ?

I would check fuses first. if they're good, then your dimmer switch (lever to flip between Hi's/Lo's) has probably gone bad. They go bad pretty regularly.

No brake lights when i push the pedal

Its the signal light switch on the lever.
THe signal switch has all connections relating to the brake lights!
solution play around with the lever and see or get someone to see the brake lights work with the brake pedal down.
My car does the same thing! when i move the lever towards activaiting the high beams the brake lights work.
just gently push on the lever to see the lights go on.
you have to replace the switch and requires removing the steering wheel without setting off the airbag.

1998 Windstar - the high beam lights won't shut off

CHECK THE DIMMER SWITCH. THE SWITCH MAY BE "STUCK IN HIGH BEAM POSITION. THE STEERING WHEEL WILL HAVE TO BE REMOVED. ANOTHER THING TO CHECK FIRST IS THE HIGH BEAM RELAY. THIS MAY BE UNDER THE HOOD IN A FUSE PANEL OR UNDER THE DASH. HOPE THIS SHEDS SOME "LIGHT" ON THE SUBJECT..lol

Hi, I replaced the high beam bulbs but the lights still aren't working

could be a fuse, a relay or possibly your light switch in the car is malfunctioning .
also check the dimmer switch if every thing seems fine.it has to be checked with a meter and continuity tester.
its a minor problem of a short or loose wire but it has to be checked.
This will help. Thanks please keep updated.please do rate the solution positively .thank you for using fixya
